Investigators have recommended criminal charges against coastguards for the fatal shooting of a Taiwanese fisherman in Philippines.
The illegal fisherman was recently shot and killed in the Batanes group of islands.
Taiwan called the incident “cold-blooded murder” and rejected apologies from the Philippine government.
Local fishermen say poachers from other countries have long been part of their struggles at sea.
