Russia rallies support for Crimea breakaway

The Russian government says it will not go to war over Crimea.

But it also refuses to accept the threat of more sanctions from Europe and the US.

The Russian Parliament says it is up to the Crimean people to decide if they want to break-away from Ukraine.
