Masamitsu Ando, a 41-year-old officer from Sodegaura, Chiba, Japan was caught red-handed cutting a 14-year-old middle school girl's skirt on a commuter train this early morning. Police on patrol found him cutting the victim's skirt in the platform of Chiba Station.
While riding the train, Ando sat next to the girl and started eyeing her up and down. He then took out a pair of scissors and hid them behind his back, and waited for the right moment to start snipping his way into a peep show.
He confessed to all the charges during questioning, saying that he couldn't resist young girl's panties.
