As the Colombian government and FARC guerrillas begin round 37 of peace talks in Havana, Cuba, they are focusing on victim compensation as well as procedures for the rebels to demobilize and lay down their arms. Both sides spoke of their commitments to implement the recent land mine clearance agreement. A Colombian government spokesperson blamed the FARC for the recent death of a girl who was killed by a mine, while assuming no responsibility for the continuation of the war.
