Motorist experiences tyre blowout after hitting pothole

Driving along in Philadelphia and boom!, tire blowout from a pothole. The pothole as seen in the video is barely even visible. PA has laws that protect it from having to pay claims due to potholes. (timestamp appears to be one day off)
