A clause in the Charter of the United Nations gives international parties the right to intervene in conflicts to protect civilians. Turkey is talking about creating a safe area under this criteria, but many are questioning the country’s motives. The Turkish buffer zone reaches 100 kilometers into Syrian territory. Some analysts see Turkey’s move as preemptive.
