There's a difference between maintaining speed and merging together in some sort of zipper fashion, and what most people do in the US. They want to speed up much past the speed of the traffic on their side, then it's the SLOW traffics problem to deal with all these people trying to merge in 2-3 at a time.
They should be matching speed and merging in well before they run out of lane to drive on.
It's the same deal with people who are trying to enter the freeway via on ramp. Going 15-20 below the speed limit makes it very hard if not impossible for the traffic going the speed limit to deal with you. Happens ALLLLLLLLL the time on Sundays around where I live because of all the older people getting out of church and not driving above 50 at any point on the freeway. It's dangerous as hell to have something moving 15 mph slower than traffic and sticking to the right lane holding everyone up trying to merge in while semi trucks are trying to move lanes to compensate for one uncooperative driver.
Except you're not thinking of all the way through. It might be a person trying to reach an accident scene that a friend or family member is at. This is often done with police permission even though they're not escorting you.
