Video released by the National Bureau of Instigation on Tuesday shows Philippines Coast Guard (PCG) personnel aiming a machine gun at a Taiwanese fishing boat on May 9, 2013. A Taiwanese fisherman died in the incident. Homicide charges have been recommended against the PCG men, who insisted the fishing boat ignored repeated warnings, encircled their vessel and even tried to ram them.
