Panhandler Files Lawsuit Claiming City Ordinance Violates Free Speech Rights

A Utah man is asking a federal judge to block a city ordinance in Sandy that prohibits anyone from standing in a median less than 36-inches wide, saying it infringes on his First Amendment right to free speech.
