CBSE paper-leak: Why is the government not instructing CBSE Chief Anita Karwal to speak-up?

The protests over the CBSE paper leak have escalated, with distressed students and their parents taking to the streets demanding justice. Amid the uproar, a major stakeholder- the CBSE- was completely mum all day from the HRD ministry to the state education minister, they've all taken cognisance of the leak but the one board which should have responded first released a vague announcement in the morning. Only to have the chief finally make an appearance in the evening; even then she didn't bother saying anything and just asked everyone to relax.
