Major flooding submerging streets during winter storm

The streets of Sioux Falls, South Dakota are seeing major flooding on March 13 in midst of winter storm. Cars can be seen plowing through the floodwaters. Remember that driving through floodwaters is ill-advised. Turn around, don't drown.
