Guevarra: Nothing out of the ordinary with Kaliwa Dam contract

President Rodrigo Duterte has ordered the Department of Justice (DOJ) to review China loan contracts. Justice Secretary Menardo Guevarra said on Tuesday, April 2, that the original Kaliwa Dam loan contract with China "as negotiated" did not pass through the DOJ. In an interview on March 26, Guevarra says on first impression that the contract was nothing out of the ordinary.
