State governments fail to utilise Nirbhaya Fund

The Hathras gang rape case has brought to memory another case of gruesome sexual violence of Nirbhaya that shook the country in 2012. The Nirbhaya case had forced the then central government to announce a separate fund for meeting expenditures to ensure the safety of women, but over the years, govt data has consistently shown the fund lies significantly under utilized.
