GHMC election: Why not EVMs but Ballot Box this time?

The results of a high-voltage Hyderabad civic polls will be declared today. The counting began at 8 am and the results may be delayed due to ballot voting done in view of covid pandemic. But why not EVMs but Ballot Box this time?
