Are NATO countries provoking the ongoing Russia-Ukraine war?

Ukraine had hoped that NATO countries would come to its support and help. But Ukraine got only the sympathy of NATO. When the threats did not work, Nato started imposing sanctions on Russia. But instead of backing off, Russia was provoked. It seems like NATO is adding fuel to the fire in this war.
