Why IMD Weather Forecasts in India failing again and again?

In India, a strange battle has been going on between the weather patterns and forecasts. There was a storm in Delhi some time ago, that too could not be predicted. Why does it happen that there is a difference between forecast of the Meteorological Department and the mood of the weather.
