RCMP & First Responders searching Wheeler Blvd Moncton

Around 9am this morning Codiac RCMP were searching Wheeler Blvd by the UdeM campus for a man that was suppose to be slumped over in a wheel chair. Moncton Fire Dept & NB Ambulance service also searched the area , parked on the overpass by J Louis arena and then went west on Wheeler towards uptown , turning up nothing. Passerby calls911 for a man in wheelchair slumped over by the marsh on Wheeler blvd , how does a person in a wheelchair vanish before first responders can get there in seconds???
Earlier this morning around 6am Police and NB Ambulance service responded to Highway 15 out by the Moncton International Airport in Dieppe for a bicycle on the side of the road , ended up finding a man in the ditch and he had been there for a few hours and was transported to hospital.
